BCA notification of fixed camera locations was not submitted within the statutory 10-day window after the ALPR system went live (May 2024); city produced evidence of the original notification and the lapse was since resolved. No other exceptions across the 8 statutory sections reviewed.

Audit exists (Lynn Lembcke Consulting, conducted 3/19/2025, covering 5/1/2024-5/15/2025) and was presented to Columbia Heights City Council (cover letter dated 8/29/2025) — but was NOT filed with the MN Legislative Reference Library / Dept. of Administration as Minn. Stat. 13.824 requires, which is why it didn't show up in FinePrint's original LRL search. This is a filing-compliance gap, not an audit gap. Separately, in 2026 the city discovered ~19,440 out-of-state (Springfield MO PD) searches against its Flock network due to a filtering error, and the council later voted to end its Flock Safety contract entirely — a later development, not part of this audit.
