DHS Says ICE Has No Relationship with Paragon. REDLattice Is Why That May Not Matter.

DHS told NPR five days ago that ICE has "no relationship" with Paragon Solutions or "the company that acquired them." The contract closed January 20.

The "company that acquired them" is REDLattice - a Virginia cyber intelligence firm owned by AE Industrial Partners, a private equity firm that bought Paragon in December 2024 for up to $900M. That acquisition was deliberate: housing Paragon under a US-controlled entity let ICE sidestep Biden's Executive Order 14093, which barred federal agencies from buying foreign commercial spyware. JSOC has since disclosed $11M+ in REDLattice contracts. DHS denied a relationship with both named entities - but declined to say whether ICE still has access to Graphite through REDLattice or other arrangements. That is the part of the denial doing the work.
